2. China's Partner Russia
An article titled “Russia, China Declare Friendship Treaty Extension, Hail Ties”(Note 5) says
“MOSCOW (AP) — The leaders of Russia and China on Monday hailed increasingly close ties between their countries and announced the extension of a 20-year-old friendship treaty, a show of unity amid their tensions with the West. Speaking in a video call with Chinese President Xi Jinping, Russian President Vladimir Putin said that the treaty signed in July 2001 in Moscow helped take relations between Moscow and Beijing to an ‘unprecedented height’ and would be extended for another five years. The Russian leader noted that the coordination of foreign policy efforts by Russia and China has played a ‘stabilizing role in global affairs.’ Xi in his opening remarks emphasized the importance of a ‘strategic cooperation’ between Moscow and Beijing in defending their common interests on the global stage. He added that Russia and China have worked to uphold a ‘true multilateralism and global justice.’ Putin and Xi have developed strong personal ties to bolster a ‘strategic partnership’ between the two former Communist rivals as they vie with the West for influence and face soaring tensions in relations with the U.S. and its allies.”
Another article titled "Russia and China Working Together on Advanced Weaponry"(Note 6) says
"Russia and China are now cooperating to create advanced weapon systems such as submarines and missile warning systems, the Week reported Tuesday. 'We are currently cooperating with the Chinese side on a joint project of a new generation non-nuclear submarine,' Viktor Kladov, a director of Russian state-owned defense corporation Rostec, told Russian news agency Sputnik. 'For now, it is too early to talk about the deadlines for the completion of works.' Kladov added that the Kremlin is working with Beijing on weapons with naval, air, and land capacities. Sergei Boyev, CEO of Russian missile company Vympel NPO, corroborated Kladov's comments, telling reporters that 'cooperation is proceeding in a planned matter.' Boyev emphasized burgeoning joint projects between Russia and China to counter American supremacy in space. Currently, Moscow and Beijing trail America with the second and third largest satellite fleets in the world. Such cooperation is not new to the Sino-Russian relationship. Last October, President Vladimir Putin said that Beijing and Moscow would work together on producing a Chinese early-warning missile defense system."
In another article titled "Russia, China, Iran to Hold Massive Joint Military Exercise"(Note 7) it says
China, Russia, Iran and a handful of other nations will hold massive joint military drills later this month in what Beijing dubs a 'comprehensive strategic partnership of cooperation in a new era.' The Kavkaz-2020 exercises, to be held in the Astrakhan region of Russia beginning on Sept. 21, also will include troops from Armenia, Belarus, Iran, Myanmar and Pakistan. In a statement Thursday, the Chinese Ministry of National Defense said the exercise is not specifically targeted 'at any third party' — a nod to recent military tensions with the U.S. But Beijing did make clear that the exercises represent the deepening of its ties with Moscow. 'At this critical moment when countries around the world are joining hands to fight the COVID-19 pandemic, China’s participation in the exercise aims to further develop the China-Russia comprehensive strategic partnership of cooperation in a new era, deepen the pragmatic cooperation in military training between the two sides, and boost the capacities of military forces from different countries to jointly deal with security threats and safeguard regional peace and stability,” the ministry said in its statement."
